I've never had to comply with the published levels on the arrival into Gdansk. Usually it's direct GD908-IPLAM-ILS29 descending 3000ft.
Or for 11, direct to UVRIK from 50 miles out or so.
Last time I asked if the restrictions apply I got a "Restrictions? Ofcourse not!" kind of reply
