It's not uncommon for building methods and materials to be specified by a client in the brief I believe. In this case, MAN need to maintain an operational airport during construction and will also (presumably) want all of the piers to be identical for reasons of cost, familiarity, speed of construction etc.. It would make sense for parts to be constructed away from the pier itself and moved into place during the Airports overnight closures each night.
