What Master plan are you referring to ? If its the latest JAAP on the Rochford Council website in 2014 then that is def not an airport master plan. There are various things missing and def no mention of any taxiways.
In relation to taxying times these are now reduced at most of the busy UK airports as they are using A-CDM as are most of the major airports in Europe which means aircraft are not given push back clearance until absolutely necessary, The taxi time from gate to runway is also taken into account. For example every stand at LHR as specific taxi time depending on departure runway.
I presume this may be rolled out to all airports in Europe at some stage.
