The point is that arrivals/departures on the runway being crossed need to be spread out more to allow aircraft to cross it. Also parallel runways within 760m of eachother are considered the same runway when taking wake turbulence into account, again requiring more spacing depending on category of preceding arrival/departure.
It just means MAN will never have the same capacity as say LHR or DXB, not really a problem overall in fairness but during busy periods it must be a headache.
