Both the existing runways can and do operate completely independently of each other, that is why the runways are staggered to such a degree. With that in mind, a queue of ten for departure would have occurred no matter where the runways were situated. (even in they were split by a county !) These queues for departure happen because of a number of factors, the major one being the departure separation required by the outbound radar sectors and the type of aircraft flying the same SID's.
I agree about Terminal 1. It requires the visit of an explosives expert to bring it down in one go and quickly!
