Yes, Manchester does get a mention along with STN and BHX for further expansion when he rules out a 4th runway at LHR.
I know we shouldn't be selective but this extract caught my eye. My bold print.

In some cases that may be true, but given a choice, does Sir Howard not consider the possibility that some pax may actually prefer to transfer through other hubs because of convenience, timings, price, airline etc. If I were travelling to Australia for example, I'm not obliged to use another hub. Passengers with existing shuttle services can easily opt for LHR.
Anyway, it seems a pretty thorough report so a lot to digest.
