point 2 Davies essentially suggests that IF a 3rd runway is built at LHR that would be it. Airports like Manchester would then take up the mantle.
Well hang on if they are expected to step up to the plate with a 3 runway system in place, why can it not be done with a 2 runway system in situ ?
