My understanding, dudeness, is that Aug 2016 is the
limit of the allowed derogation to ICAO Annex 6 Part II, which is behind Part-NCC
et al in the EU. In theory, other ICAO signatories should be enforcing this Annex upon their respective registries before the deadline.
The French and Germans are just not exercising their maximum derogation, but it is otherwise law already.
