In Victoria, and I think the rest of Australia, council permission is not required for the land owner to operate his own private fixed wing aircraft ( I've heard that helicopters are different) from his own private land. The constitution and Harley Davidsons have been mentioned in this regard.
In my experience, it is hard to get this ruling from the council, perhaps because they lack experience in this area, but when tested, the outcome has been proven to be as above.
I would be very interested to hear from anyone who has tried this and been stopped.

There is no doubt that permission is required to start up any sort of aerodrome which might be open to the public or involve many different aircraft.

This has been discussed before google legal question flying from private property.
