I'm not sure how its possible to hold a position that councils don't require consent for airstrips on rural zoned land.

All councils operate under local environment plans which is written into the law of NSW. To my knowledge only two LGA's in NSW dont require consent for airstrips. Other states may be different. Here's Albury council's requirements for example:

Zone RU1 Primary Production
1 Objectives of zone
• To encourage sustainable primary industry production by maintaining and enhancing the natural resource base.
• To encourage diversity in primary industry enterprises and systems appropriate for the area.
• To minimise the fragmentation and alienation of resource lands.
• To minimise conflict between land uses within this zone and land uses within adjoining zones.
2 Permitted without consent
Environmental protection works; Extensive agriculture; Home-based child care; Home occupations; Intensive plant agriculture
3 Permitted with consent
Bed and breakfast accommodation; Dual occupancies; Dwelling houses; Extractive industries; Farm buildings; Farm stay accommodation; Group homes; Intensive livestock agriculture; Landscaping material supplies; Open cut mining; Plant nurseries; Roads; Roadside stalls; Rural workers’ dwellings; Secondary dwellings; Any other development not specified in item 2 or 4
4 Prohibited
