That's a reflection of REX's hiring practices. If they have a failure rate greater of 50% then they should take a long hard look at themselves.
The problem we seem to have these days is companies want to hire a particular type of person who fits the "corporate culture" as opposed to someone who can actually operate the equipment properly.
