Any EASA examiner can conduct the proficiency check but they will need to read this CAA document first.

Once I let my SEP rating expire does it matter when I revalidate.

To a certain extent, yes. AMC1 FCL.740(b)(1) 'suggests' that the longer you leave it the more re-training you will have to do.
