I suppose they have been, but it seems these talks are more serious and formal. I agree with you, but its still hard to see at what frequency and to where. An Edinburgh service IMO can handle a 6x weekly ATR72-600 service, where as Glasgow would be more restricted to a 3x weekly Dash 4 service.
Stobart are also more likely to offer higher capacity/frequency than Flybe.
