The domestic pier is still very much an option and appears on their latest amended masterplan drawing(Feb 2015) which I obtained 2 months ago. Now stuck proudly to a large aviation notebook I have.
The new masterplan shows another pier far side of the Eurohub and remotes to the left of that, new fuel farm further left, low cost pier as described and even another hangar behind the current MAEL one around the other way dorming a T.
They cannot wait for the airport commissions report, bearing in mind both Gatwick and LHR say they will launch appeals if they are not chosen and then if unsuccessful will demand judicial reviews, and then if necessary the EU supreme courts .
So the final outcome of that might be in er..say..2030 !
If BHX are able to secure a new LCC base sure they will go for the LCC pier.
