if you responded to their engagement survey, you were considered to be sufficiently engaged
That's been the talk on the floor for the last few rounds of surveys. IE; If enough people take the time to respond to a survey then that is considered enough for an engaged staff member (but more importantly a manager's bonus). Mainly because enough staff do actually care enough about a company to take the time to respond.

Would pretty much explain Millet Fanger's observations.
