No it's NOT a yearly inflationary cost of living adjustment. That's what a PAY RISE is for. The increments are an industry wide practice of recognising seniority in a profession where new joiners start at the bottom. LOC's have done away with it but for those airlines still using it, step increases should be paid out every year regardless.
