Yes and no...........

You have to do the following:
  • FAA IR Written test
  • FAA CPL Written test
  • FAA IR Checkride
  • FAA CPL Checkride

I don't know of any FAA Written (Computer) testing Centers in Africa.
Used to be one in Germany and one in Lebourget France.
You need a logbook sign off from an FAA Instructor.
You need two flights with an FAA examiner.
Once again, don't know of any in Africa.
Several examiners in Europe but they charge exorbitantly as they're the only one(s).

So unless you've been denied entry going to the USA for 7-10 days seems to be the only efficient solution.
