The short answer...
Legal, under US FAR's, yes as quid has pointed out.
Good idea....absolutely NOT.
In EVERY company where I have worked, to use alternate fuel for holding would result in dismissal, if the chief pilot/fleet manager found out.
And, IMHO they would be right in doing so.
