Sad to read the report. Unclear chain of command, minister of defense himself bypassing regular procedure by ordering the mission directly to Squadron commander (who was not on duty at all!), crew departs home base with weather below minimum(?), ATC tells the crew where to land, and then in the final moments, tells the pilot to hover over the runway - in IMC conditions.... what a mess...

- we still do not know, what was the equipment available on board, particularly if there was a coupled ILS approach possible and what is minimum speed required on autopilot engaged?
-is there actually a procedure available (as report implies between the lines), that allows authorisation of flight below weather minimums in special cases?
-where were ministers of defence and health at time of accident? Is it possible, that they wanted to make a show to journalists at Belgrade airport after landing? Could anything like that be the reason behind to divert the flight to Belgrade international? (I assume Batajnica military base also has an ILS approach available??)
