Ah fair point, I was looking at the echo story, not the quoted forum post.
I still believe my point stands, unless there is a safety concern about an operation, it is generally assumed that safety is implicit so doesnt need to be explicitly stated.
Now if SEN had had a run of runway incursions or other avoidable accidents/incidents it would be reasonable to bring someone in with the mission of "improving safety", as far as I know this is not the case.
For SD to say that
