Clearly you don't understand the design and operational requirements for simultaneous parallel runway ops.
You don't think it has got to this stage without all the required procedure design analysis and aeronautical safety assessment being done by reputable international PANS-OPS and PANS-ATM qualified persons?

Of course the approaches, missed approaches and departures will be independent under the normal operating mode.

Take a look at the existing and planned taxiway infrastructure and have another think about what is involved here before making such a simplistic comment.
Obviously it's not a case of simply 'upgrading' the Centre runway.
That's the nice layman term used in the media obviously.
Think about the reclamation work that needs to take place virtually up to the flight strip edge on the north side and at both ends (affecting the localiser aerials) to accommodate the wrap-around taxiways and then the multiple taxiway connections to be made on the North side of the runway.
You happy to keep operating over and beside 50 metre Deep Cememt Mixing rigs and cranes and portions of the runway with tunnels being bored just beneath the runway surface?
Thought not.
Two years is probably optimistic to be frank.

The whole discussion about whether the 2-runway capacity should be 68, 78, 88 or whatever, is such a red herring.
Clearly the demand will exceed what 2 runways at even the most optimised airports in the world can accommodate by 2023.
Should HK wait til the 2 runways are running at Heathrow rates and THEN decide to build another runway? Look at the bind they are in now.
