See CAP413Chapter 6 P.35 Para 6.67

1. Simply tell Norwich that you are inbound
2. Norwich ATC knows that Norwich is in a CTR and will provide the clearance
3. Don't try to second guess anything. Simply respond as instructed.

And, yes, get the ATIS first.
