My understanding is that there will be no new physical check on outbound pax at airports. Instead, the requirement for increased monitoring of people leaving the UK will be achieved through the current method of airlines collecting passenger data and passing it to the control authorities. So there will be no need for segregation.
Clear common sense, there aren’t enough border control staff to deal with incoming pax, hence the long queues. Other countries should do likewise.
