Then think and check if you really need to submit an ASR. To me, it is the clear Fear Factor from on high that is making the poor souls admit to nothing Safety Related and worthy of reporting.
Think, if somone else can benefit by the knowledge or fact that you report on the form, then it surely is an ASR.
