Let me try and explain. In, shall we say not so developed countries, nepotism is rife, more so than developed countries. Therefore the wrong people are chosen to do the job, over and above more suitable candidates. So incompetence, coupled with inexperience and pushy types (it's in the genes) getting into the "wrong seat" too soon, is a recipe for disaster. I've witnessed this first hand on many occasions, in many countries. National pride must never take presidence over safety but it does, even in the so called developed countries.
