No, if you read the small print, there are significant restrictions on what a non-medical pilot can do. I can't remember the details but flying my TR182 is out for example. Certainly not a twin nor 5 passengers.
It pretty much extends the non-medical aspects of the SP into a category of aircraft that aren't LSAs but aren't very much bigger - 172 for example.
