You must be new to Indian Aviation

Candidates doing type ratings without a job offer has been the norm since 2010

They do it because the competition is a usually a lot less for stand alone type rated recruitment
To put that into perspective the recent IndiGo exam where they called everyone eligible had around 2500+ candidates ( both type rated and non type rated )

But for a small airline like GoAir it does not make sense to call 2500 candidates in order to hire just 10 pilots

The other issue is that it takes about 1.5-2 months to do a DGCA type rating , about a month to get the type rating endorsed , then the pilots have to undergo ground school , sim checks , supernumerary flying etc
So it takes about 4-5 months from the start of the type rating to sitting in the right seat

So when airlines are desperate for pilots they usually conduct an exam where the candidate has to be type rated eg this Air India ad , IndiGo back in July 2014 , Jet Airways Feb 2013 etc

Go Air has only been hiring A320 type rated pilots since 2010

The number of pilots type rated on 737 and unemployed is around 200

On A320 its around 400-500 . More candidates get an A320 type rating because of the huge number of A320's on order

Ad's like this for only type rated pilots encourages more pilots to go and get a type rating without a job offer...
