Possible answer to your post is that Eastern WORK culture is similer in some ways to Europe was is the Industrial Revolution. The attitude is to make money quick and hang the consequences.Health & Safety naaa, Slave Labour pay yeeeess! Industrial Relations and Unionisation naaaa! Safety Culture was that then? The East will inevitably change and modernise, but in the meantime we can expect more industrial accidents, which sadly includes aviation. Just my opinion, of course.
