It is possible that the CAA - having seen how much Flyjet are spending on subs from Electra, Air Scandic, Icelandair et al - are asking for an increase in the level of funding for the business given that the start-up costs must surely have escalated beyond all expectations. Not only would they have to finance the ongoing operation once it is up and running, they would have to ensure that the pre start-up losses are covered by funding.
