Incorrect...if I read you correctly.
If you selected the landing flaps at 1010' AAL there is no way you would be compliant with above as the aircraft needs to be IN planned landing configuration (flaps fully deployed & green) and not 'on the way' ie deploying - also the compliance with Check List is - all items green Impossible to achieve in ten feet on time on a 3* GS - no matter what the headwind.
You are correct vis a vis the 1500' however you will be writing said ASR if you selected at 1010'
