Unable to comment specifically however OETD, OETA, flap 3 landings and CDAs will likely be at the discretion of the commander. These may vary base by base but just because something is it isn't done doesn't make it a SOP breach. Been a long time since I was in MXP but ATC can be a little rustic so getting a CDA isn't alwas possible. Training is standardised. Other niceties will depend on base depending on local procedures (eg some bases with a short taxi will rarely do a OETD as three mins are required from completion of start cycle to TO in A320) so some things may vary vastly between bases.
