Jetprops have de-icing boots on wings, fin and tail plane which are quite effective. If that wasn't able to cope I'd be looking to either climb out of it (with 1 on board 2000fpm is easily achieved) or return straight away with a descent.
No doubt there is, like most accidents, more than one factor involved. A great shame
