Well then as far as my understanding goes if you are flying a N registered aircraft then you dont fall into this " Normal/ restricted minima" mess !! it's purely for Indian registered aircraft . But in case i'm wrong and if it applies for all outside registered aircraft as well then , welcome to India !! I fly for a private operator and we have been trying to get our approval for Normal minima for a year now !! you can see the following link associated with normal/ restricted minima ( page 24 ) .

Frankly speaking it's only in winter months especially into VIDP that you feel if you had an approval for operating under normal minima , otherwise India has pretty good vis throughout the year.
And when we can't go we just sit in the lounge sipping our hot coffee and watch everyone else working hard and wait for the sun to shine
