No, I don't think so Skipness 1E, NAI will be/is Norwegian's EU airline. With that Norwegian can start flying to countries that have agreements with EU. A bilateral agreement between Norway and a country outside EU don't help much if you want to expand with flights starting from within the EU. A typical such EU agreement is the one between Israel and EU.
