The initial OP is wrong.
There aren't more Admirals in the RN than ships.
There are 40 Admirals serving in the RN, and the RN currently has 60 ships, not counting minor and patrol vessels, the Royal Fleet Auxiliary or ships (such as the 2 aircraft carriers) building or on order.
