The only Cadet Scheme at the moment is the British European one, which requires 32k contribution.
In all honesty I think you have missed that boat as the closing date is 1st November for application to be resubmitted. Even if you sent off for the form today I doubt very much that you will have time to fill it and return it for the 1st
Long term plans are the best idea, try and save as much money you can possible afford. When the situation picks up and you decide now is the time to start it will require less loans. Although to be honest, unless interest rates go up dramatically, it isn't a bad time to take out loans.
