So you also agree with Method 1. It is interesting that though the cloud base and visibility are above Cat 1 appr charts but in "reality" you actually do not see the runway without appr lights (which is not a requirement for Cat 1).
It is believed many companies put it as above landing minima for dispatch purposes.
Wonder why not put it as 1300m for the minima?
