As for Doppler's performance over land or water I can only report that it worked for me fairly well over both surfaces and other than "drop outs" over a smooth sea I don't recall any serious issues. I seem to recall it working better on the N Atlantic than the Pacific due to rougher seas. Regardless it was approved for leaving the nav at home.
