Basic Problem:
If you make the plane able to overrule the pilot, you can prevent many accidents. You can also cause them when the HAL gets wrong data or when a new situation arises that HAL has no idea how to handle and doesn't allow the pilot to make the needed input.
IMHO humans would rather be killed by human error than a stupid computer that can't be stopped
