One operator decided to take notice of the calls for more manual flying practice in the simulator and changed its instrument rating test policy to 70% manual raw data testing and the other 30% to automatics. The failure rate of instrument rating tests which previously was low, increased dramatically with most failed sequences being when the pilot flew manually. Rather than fix the problem with more manual flying training, the operator soon reverted to previous policy of 95% automatics in the IR to contain costs.
