Secondary radar is not normally attenuated by rain but primary radar is always attenuated by rain.
Modern phased array radars such as the types used by the Indonesian military are not significantly affected by weather. But you are right I should have said: "I don't believe it possible for even heavy rain to attenuate the return from either passive or primary radar
to a significant degree."
