Given the European Court's recent Directive, that non-resident family members have automatic entitlement to citizenship, surely the solution to the poor fellow's plight is obvious.
He nips across the Channel to Sangette and finds himself a strapping chap who is attempting to gain entry to the UK (sans passe) and is willing to enter into a Civil Partnership.
Not any any old chap mind you - got to be one with a young child in tow, possibly form a previous or unregistered/declared relationship.
I think he'll find his queue-jumping criteria much improved.
