Even if your flight is London to San Francisco, you cannot tell where you might have to land. Take the most extreme example - on Sept 11th 2001, 38 a/c were diverted to Gander. The variables nowadays are infinite and I, again, agree with

It's one of those catch 22 situations that perhaps airlines & regulators need to consider rather than rely on procedures that have been around for a long time.
Today's pax have an entirely different approach to
everything, not just hand luggage than even 25 years ago.
