In my opinion you don't have to remove the Xs if you brief during the PPR that the runway is actually fit for use. This is what the X means:
A white mark in the shape of a St. Andrew’s Cross indicates that that portion of the runway up to the next standard marking is unfit for use by aircraft.
Anyone know any better?
