POSSIBLY the idea with the solar panels and turbines is that they charge the batteries while it's on the ground.
IF he's suggesting a turbine will extract more energy from the airflow in flight than it takes to push it through the air in the first place, I have a perpetual motion engine I can sell him that will do the job much better.....
