IFR REQUIRES a comprehensive flight notification...
VFR submitting a SARTIME and those flights intending to operate in controlled airspace other than Class E MUST...

As Humbly said, AIP ENR 1.10 Paragraph "start reading and you'll find it" has your requirements.
