You are not giving a lot of info here...but I believe it is talking about the ATSA ruling which came into effect November 2001 dealing with training in aircraft 12,500 pounds or over. This ruling prevented most foreign nationals to be trained in these aircrafts until reviewed by the Dept. of Justice. Unfortunatly, there was no process put in place until recently which allowed you to complete the process. Now the law has been defined and there is a way to comply with it. For more info you can go
