The cloudbase restriction was one imposed by the old school owner for the purposes of flying training in his aircraft.
I have done bad weather circuits there with cloudbases of 800ft without problem. It is a mildly challenging airfield which makes it an interesting place to go. It should scare any PPL though. They are removing the 800ft masts at the North end of the valley this year as well which will help.
