CAP 804 Part 1 - Section 6 Part A
(Page3, Section: 3.4)
"shall ensure the applicant either holds a valid UK FRTOL or has qualified for the issue of a UK FRTOL prior to attempting the ATPL, MPL, CPL or IR Skill Tests."
