Lets not condemn the man simply for his background.
He will have history somewhere. It isn't beyond the bounds of possibility that in his history may be indications of some form of empathy, or as in the case of the skull, lack therof.
His actions will be his standard by which he shall finally be judged.
As the screaming skull shall be condemned.
